Andrew is a partner at Anthony Collins Solicitors LLP, specialising in construction and EU procurement, PFI/PPP projects and urban housing renewal.  Before joining the firm in 1997, he spent 7 years in-house in local government. Andrew wrote the National Housing Federation Guide to the EU procurement rules a practical guide for housing associations on what contracts are covered by the rules, what the rules require and what strategies can be adopted to comply with them. The second edition of this was published in June 2007. He is also the legal editor of the repairs and maintenance chapter of the CIH Housing Manual.

Andrew is currently working with several local authorities, ALMOs and housing associations in setting up asset management and maintenance framework agreements and partnering contracts. He is also advising on a number of major development projects.
