David Miller has been involved in the cost evaluation of all aspects of maintenance of social housing for the last 30 years and led the team at Rand Associates that wrote the NHF Schedule of Rates. He has lectured extensively on the procurement of maintenance, and acts as partnering advisor to a number of local authorities and housing associations. He is technical advisor to the NHMF.
