Catherine’s work at CT includes leading on a range of governance, regulation and service related projects for housing providers and charities. Recent projects have included governance effectiveness, regulatory recovery, preparation for regulation and service reviews. She brings particular skills and experience around consumer regulation and has supported a number of housing associations and local authorities to assess and improve compliance with the revised standards and to prepare for inspection (IDAs and the current inspection approach). She is an experienced facilitator and has led a range of strategy days for Boards and senior teams. 

Before joining CT, Catherine had 20 years’ experience in the non-profit sector, mainly working for housing associations. Her experience includes time spent at Executive Director level. She also has experience as Company Secretary and as a Board member. Throughout this time, she developed a broad range of skills around strategic leadership of operations, development of strategy and policy, communications and engagement, and governance.  

Catherine has made a national impact through a leadership role in campaigns to tackle stigma around social housing, including working with the NUJ and CIH to produce toolkits to influence the media and housing sectors, as well as the MHCLG to influence thinking around this key challenge. She has consistently supported tenant leadership in changing the narrative around social housing and in presenting a strong national tenant voice.  

She has supported national groups in influencing policy and practice and has spoken at numerous events and conferences including around homelessness, provision of good facilities for Gypsy, Roma and Traveller communities, resident involvement and good governance.  

Catherine has a strong background in developing partnerships with charities, housing associations, social enterprises and local authorities to deliver innovative work. This includes tackling homelessness for people leaving prison and for migrants with no recourse to public funds, as well as management agreements and service delivery focused on the best outcomes for customers.  

Catherine holds a degree in English, an MBA with distinction and is a Chartered Member of the Chartered Institute of Housing. She has served as a Board member for several non-profit organisations, including as a founding Board member of Oxford Credit Union, Oxfordshire Community Land trust, Tpas, and currently as a Board member the National Centre for Writing.
