Michael Clegg is Head of Existing Stock at the Homes and Communities Agency, responsible for the Decent Homes Programme, Housing PFI, stock transfer and the HCA’s national approach to retrofit.  He previously worked as Deputy Director for Investment Policy, Analysis and Planning at the Housing Corporation and on the HCA set-up team, where he led work on the Dec 08 Corporate Plan.  Before working in housing Michael led policy and research teams in both the voluntary and Government sectors, having started his career as an academic researcher in cognitive psychology.
