P5 Communal Heating Compliance - Getting Regulation Ready

Communal and district heating (collectively known as heat networks) typically form up to 10% of affordable housing provider portfolios. Many more new heat networks are planned in the future. After initial regulations regarding metering and billing were rolled out in 2014, the Government is now going to regulate all heat networks (existing and new) in the same way that other utilities are regulated.  This is moving through Parliament as part of the Energy Security Bill and will be introduced in 2024, placing extensive new obligations on heat network operators, including social housing providers, backed up by unlimited fines.  With Ofgem in place as the Regulator, housing providers will be required to demonstrate compliance on heat network management that includes pricing, transparency, quality of service, technical standards and decarbonisation.   It’s going to be a significant shift in the way the social sector thinks about, manage and reports on these homes in their portfolio.  This session will help you understand what the regulations mean and what you need to do to ensure you remain on the right side of compliance.
