Fire Risk Assessor Certification: Consultation
The Government is consulting on its commitment to introduce mandatory certification for fire risk assessors in the wake of the Grenfell Tower tragedy.
What is the Government proposing?
The Government published proposals on 26th March to regulate the Fire Risk Assessor (FRA) profession. Its consultation sets out proposals relating to:
- defining the role of FRAs
- considering the RP’s ability to conduct their own assessments
- developing competency frameworks and standards
- establishing clear career pathways
- providing appropriate regulatory powers
- ensuring effective implementation of measures introduced
Why is the Government proposing to regulate FRAs?
In response to Recommendation 26 of the Grenfell Tower Inquiry’s Phase 2 report, the Government committed to establish a mandatory certification system for FRAs.
FRAs perform a critical role in ensuring fire safety because their assessments help ensure hazards are identified and the right fire precautions are delivered to keep people safe in the buildings where they live, work, and visit. At present, Responsible Persons (usually the owner or landlord) can undertake their own fire risk assessments or may appoint an FRA, to assist them in doing so. This consultation is looking at strengthening standards, ensuring those who conduct assessments have the proper competencies and capabilities to do so.
When does the consultation close?
The consultation closes at 11:59pm on 18 June 2026, responses can be submitted online or by email.
What does the Government propose after this consultation?
Subject to the consultation responses, the Government will seek to legislate when parliamentary time allows.
What else is the Government doing to improve fire safety?
In response to Grenfell Tower Inquiry recommendations for professional, regulatory, and institutional reform relating to fire safety and the built environment, the Government has published a Prospectus in December 2025 for the Single Construction Regulator and an Authoritative Statement & Next Steps Statement on Fire Engineers. Going forward, it will issue, a call for evidence on professions working on the safety of the built environment and a consultation on the development of a College of Fire.
