Paul Smith – Head of Frameworx

With over 15 years in the public sector and a decade dedicated to public sector procurement, Paul brings a wealth of experience and energy to the NHMF Frameworx team. Having spent the last six years working with framework organisations, he knows the difference that truly supportive procurement can make. Now at the helm of NHMF Frameworx, Paul is on a mission:

Michael Hough – Procurement Manager

Joining Paul is Michael Hough, our new Procurement Manager. With a strong background in procurement across housing and compliance services, Michael brings a meticulous, solutions-focused approach. He’s already making waves in streamlining call-offs and supporting clients with end-to-end procurement planning. His attention to detail is second only to his commitment to getting great results for both clients and suppliers.

Together, Paul and Michael are building a service where framework procurement is less about paperwork and more about partnership – removing complexity and replacing it with confidence, clarity and contract-ready support. From helping draft tender packs to managing full mini competitions and drafting contracts, the team is here to take the weight off clients’ shoulders.
