Steven Brunning

Steven is a commercial and projects lawyer with significant expertise in public procurement law and technology procurement. He advises clients on technology, outsourcing and other projects in housing and a range of other sectors. This includes advising on procurement strategy and design, supporting clients throughout the procurement process and in contract management.

Steven has recent experience advising housing sector clients on a variety of thorny public procurement issues.  He has a particular specialism in advising on the set-up and use of framework agreements and similar agile commercial purchasing tools, having spent the last four years researching this area as part of his ongoing part-time PhD studies.

Before joining ACS, Steven spent many years in private practice and in-house within a large local authority and a technology SME.  He is therefore able to appreciate different stakeholder perspectives in complex projects and provide compliant, pragmatic and innovative solutions.
